Christopher Grundler
Christopher Grundler was appointed Deputy Executive Officer of Mobile Sources and Incentives in May 2025. Mr. Grundler is responsible for directing CARB’s mobile source regulations and incentive programs; building, transportation, and land use planning efforts; and California Climate Investments.
Mr. Grundler previously served as the Director of the Office of Transportation and Air Quality (OTAQ) for the U.S. EPA, where he oversaw the roll-out of some of the agency’s most important regulations, including Tier 3 emissions standards for light-duty vehicles and the U.S.’s first greenhouse gas emissions standards for light-duty and heavy-duty vehicles, and lead EPA’s community-based efforts, including the national Clean Ports program. He also oversaw the National Vehicles and Fuels Emissions Laboratory, and helped lead U.S. EPA efforts to prosecute, with California, the largest mobile source enforcement case in Clean Air Act history (VW diesel case).
Mr. Grundler also served as the Director of the Office of Atmospheric Protection at U.S. EPA, where he oversaw the EPA’s climate change efforts, including the phase down of hydrofluorocarbons (HFCs)—a potent greenhouse gas.
He has been awarded the Gold Medal for Exceptional Service, EPA’s highest honor. In 2008, he received the Presidential Award for Meritorious Senior Executives.
Mr. Grundler holds a Bachelor of Science degree in Civil and Environmental Engineering from the University of Michigan.
