Addition of Zero-Emission Equipment Options
If a fleet adds a piece of zero-emission equipment, it can now delay the phase-out of a similar piece of older equipment by two years. For example, if a fleet would have been required to phase out a Tier 1 piece of diesel-fueled equipment by January 1, 2026, it could add a piece of zero-emission equipment and delay that phase-out until January 1, 2028. This Delay of Tier Phase-Outs for Addition of Zero-Emission Vehicles is intended to recognize fleets’ efforts voluntarily adding zero-emission equipment and to encourage fleets to continue considering zero-emission equipment.
Zero-Emission Technology Application (ZETA)
The In-Use Off-Road Diesel Fueled Fleets Regulation offers the Zero-Emission Technology Application (ZETA) alternate compliance pathway. This compliance alternative provides relief from fleet averaging, Best Available Control Technology (BACT), and Tier phase-out requirements for fleets that replace at least half their diesel vehicles with zero-emissions vehicles.
Both measures promote the inclusion of zero-emission equipment replacing diesel equivalents and are subject to their own eligibility requirements.
