Terminates the 25% continuous Greenhouse Gas Reduction Fund appropriation to High-Speed Rail and instead, beginning in the 2026–27 fiscal year, annually transfers 25% to the General Fund to be used, upon appropriation, to augment funding provided to local governments to improve infrastructure.
