Tesoro Refining and Marketing Company, LLC Case Settles for $12,500
In May 2015, Tesoro agreed to pay $12,500 in penalties for supplying gasoline in violation of California reformulated gasoline regulations. California’s motor vehicle fuel regulation requires producers to notify ARB and report their fuel specifications prior to the start of physical transfer of the fuel. On July 11th, 2013, Tesoro certified a batch of California Reformulated Gasoline Blendstocks for Oxygenate Blending (CARBOB) and began transfer of the product from their Carson refinery that same day. ARB staff discovered that the required and timely notification was not received by ARB and notified Tesoro. Tesoro stopped shipment and upon investigation, discovered that the late report was due to an error in transmitting the notification to Tesoro’s own laboratory instead of to ARB.
The civil penalty was paid into two funds, with $9,375 to the California Air Pollution Control Fund and the remaining $3,125 to the San Joaquin Valley Air Pollution Control District to fund the retrofits of California school buses.
