Zero-Emission Vehicle Credit Balances

To provide greater transparency to interested stakeholders, CARB requested that production data beginning in model year 2009 and credit balances in 2010 be made publicly available. This request was incorporated into the Zero-Emission Vehicle (ZEV) Regulation and is in section 1962.2(l).
The purpose of this report is to provide data that illustrates the status of each manufacturer’s compliance with CARB’s ZEV Regulation (Cal. Code Regs., tit. 13, § 1962.2). The ZEV Regulation requires certain automobile manufacturers to produce ZEVs for sale in California.
2021 Zero Emission Vehicle Credits
As of model year 2021, all manufacturers, individually and collectively, remain in compliance with the regulation. The compliance data submitted by manufacturers pursuant to the regulation demonstrate over-compliance for the 2021 model year, and the extent of over-compliance continues to grow as the technology and market for zero-emission technology matures and in response to supportive policies for ZEVs in California. ZEVs remain a small percentage of the overall fleet, however, highlighting the need for continued policy work to ensure the market for ZEVs continues to grow and ZEVs become available for all.
