Speedball Art Products Company Settles For $60,600
In April 2020, a case was settled for $60,600 with Speedball Art Products Company (Speedball) of Statesville, North Carolina. Speedball sold, supplied, offered, and/or manufactured for use in California consumer products containing concentrations of volatile organic compounds (VOC) that exceeded the category standards for nonaerosol paint thinner, nonaerosol multi-purpose solvent, and general purpose adhesive, as specified in title 17, California Code of Regulations, (17 CCR) section 94509. Speedball also sold, supplied, offered, and/or manufactured for use in California an aerosol coating product that did not comply with the reactivity limit for Art Fixative or Sealant, as specified in 17 CCR section 94522. These violations resulted in excess emissions of 2.73 tons of VOC and ozone. In addition, some of the consumer products did not display a date of manufacture, as required in 17 CCR section 94512(b), and the aerosol coating product did not display the aerosol coating category and corresponding limit, as required in 17 CCR section 94524(b)(1). To come into compliance, Speedball has ceased sales of noncompliant products, and modified other products to meet California regulatory requirements.
