Thomas Refuse Service Case Settles for $16,950.00
In November 2012, Thomas Refuse Service, based in Lake Isabella, agreed to pay $16,950.00 in penalties for violating air quality regulations: $12,712.50 will go to the California Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; $4,237.50 will go to Peralta Community College District to fund emission education classes conducted by participating California community colleges, under the California Council for Diesel Education and Technology (CCDET) program.
An investigation by the Air Resources Board (ARB) showed that Thomas Refuse Service failed to comply with the Solid Waste Collection Vehicle (SWCV) rule by neglecting to install legally required emission reduction devices by applicable compliance dates, and neglecting to obtain Emission Control Labels (ECL) for two of their vehicles. Further, Thomas Refuse Service failed to properly self-inspect their diesel trucks to assure the trucks met state smoke emission standards. ARB documented violations as they related to the SWCV regulation, ECL label program, and Periodic Smoke Inspection Program (PSIP). To settle the case, Thomas Refuse Service agreed to the $16,950.00 penalty and to comply with the SWCV, ECL, and PSIP programs.
