In December 2025, the California Air Resources Board (CARB) reached a settlement with Mahindra USA Inc., a subsidiary of Mahindra & Mahindra Ltd. (MML), an off-road compression-ignition (OFCI) engine and equipment manufacturer based in Houston, Texas, for the company’s violations related to CARB’s Off‑Road Compression‑Ignition Engines and Equipment Regulation (Off‑Road CI Regulation), as codified in California Code of Regulations, title 13, sections 2420 et seq.
MML self-disclosed that they manufactured for sale, sold, offered for sale, introduced or delivered for introduction into commerce, or imported into California, new off-road compression-ignition engines that failed to comply with the requirements of the Off-Road CI Regulation by failing to label 39 engines with the required emissions control information label.
To settle the case, MML agreed to the penalty of approximately $308 per violation for a total penalty of $12,000. The civil penalty amount of $6,000 will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. MML elected to fund a Supplemental Environmental Project (SEP) with the remaining amount of $6,000 entitled, Placer County Community Based Air Filtration SEP ‑ Phase 2. The purpose of the SEP is to install and maintain high-performance air filtration systems in schools located in communities impacted by air pollution, especially Environmental Justice and/or Disadvantaged Communities disproportionately impacted by toxic air contaminants.
MML fully cooperated with CARB to resolve this matter and agrees to comply with all CARB regulatory requirements going forward.
