Greif US Plastics LLC, formerly known as TPG Plastics LLC, Settles For $525,000
In December 2025, the California Air Resources Board (CARB) reached a settlement with Greif US Plastics LLC, formerly known as TPG Plastics LLC (collectively referenced as TPG), a portable fuel container manufacturer located in Murray, Kentucky, for the company’s violations related to CARB’s Portable Fuel Containers and Spill-Proof Spouts Regulation (Portable Fuel Container Regulation), as codified in California Code of Regulations, title 13, sections 2467 et seq.
CARB conducted compliance testing of TPG’s portable fuel container systems (PFCs) that were certified under CARB Executive Orders G-18-061, G-18-082, and G-20-033. CARB alleges the PFCs failed to meet the diurnal performance specification of TPG’s certification requirements.
To settle the case, TPG agreed to the penalty of approximately $5.19 per unit of noncompliant PFCs for a total penalty of $525,000. Of the total amount, $273,556 in civil penalty will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. The remaining amount of $251,444 will fund two Supplemental Environment Projects (SEPs). The first SEP is entitled Green Building Academy (GBA) South: Clean Air Training for a Better Tomorrow, organized by U.S Green Building Council California, and will provide comprehensive skills-based training in the green building sector for community members in the Los Angeles area as well as training on ways to improve indoor air quality. The second SEP is entitled Energize Schools, organized by Strategic Energy Innovations, and will support at least 200 students at 4 high schools in the San Francisco Unified School District with advancing their Career Technical Education pathways in the Energy, Environment, and Utilities industry sectors.
TPG fully cooperated with CARB to resolve this matter and agrees to comply with all regulatory requirements.
