Anderson Landfill, Inc. Settles For $18,000
In December 2025, the California Air Resources Board (CARB) reached a settlement with Anderson Landfill, Inc. (Anderson Landfill), a subsidiary of Waste Management, Inc., with its principal business location in Houston, Texas, for the company’s violation of CARB’s regulation, Methane Emissions from Municipal Solid Waste Landfills (Landfill Methane Regulation or LMR), as codified in California Code of Regulations, title 17, section 95460 et seq.
An investigation conducted by CARB Enforcement staff showed that Anderson Landfill failed to meet the surface methane emission standards and the gas collection and control system requirements of the LMR when six locations on the landfill were found to have methane emissions exceeding 500 parts per million by volume. Each exceedance was remediated by Anderson Landfill within a day of discovery.
Anderson Landfill fully cooperated with CARB to reach resolution for this matter. To settle and resolve the alleged violations, Anderson Landfill agreed to pay a total penalty of $18,000, which represents a per-unit penalty of $3,000 for each failure to meet the surface methane emission standards and the gas collection and control system requirements. The full settlement amount will be deposited into CARB’s Air Pollution Control Fund, which funds projects and research to improve California’s air quality. Terms of the settlement also include a requirement for Anderson Landfill to comply with all other CARB regulations going forward.
