The September 25, 2025, meeting of the California Air Resources Board (CARB or Board) will be held at 1001 I Street in Sacramento, with remote participation also available. To only watch the Board Meeting and not provide verbal comments, please view the webcast. If you do not wish to provide oral comments, we strongly recommend watching the webcast as this will free up space on the webinar for those who are providing oral comments. Please do not view the webcast and then switch over to the webinar to comment as the webcast will have a time delay; instead, register to participate via the Zoom webinar.

Public Comment Guidelines and Information

The Board will set a two-minute time limit on oral comments; however, the amount of time could change at the Chair’s discretion. In-person speakers signed up to comment will be called upon first, followed by public Zoom and phone participants wishing to comment. The Chair may close speaker sign-ups 30 minutes after the public comment portion of an item has begun.

Please note that under the California Public Records Act (Gov. Code, § 7920.000 et seq.), your written and oral comments, attachments, and associated contact information (e.g., your address, phone, email, etc.) become part of the public record and can be released to the public upon request.

Consent Items:

25-6-1: Public Meeting to Consider Proposed Research Contract with the University of California, Berkeley, Titled "Laboratory and Community Evaluation of Advanced Portable Air Cleaners and HVAC Filters for Indoor Gas Pollutants"

The Board will consider approval of the research proposal that aims to assess the efficacy of a variety of air cleaning technologies for removing gaseous and odorous pollutants from indoor air. This item is being presented to the Board due to the contract amount and to satisfy Government Code section 1091 requirements since a Board member is affiliated with UC Berkeley.

25-6-2: Public Meeting to Consider Proposed Research Contract with the University of California, Irvine, Titled "Improving Estimates of CO2 and CH4 Emissions from Southern California Coastal Wetlands and BVOC Emission Estimates from All California Landscapes"

The Board will consider approval of the research proposal that aims to quantify the fluxes of greenhouse gases from southern California coastal wetlands and biogenic volatile organic compounds from California landscapes to inform climate adaptation and air quality mitigation strategies.

25-6-3: Public Meeting to Consider Proposed Research Contract with the University of California, Davis, Titled "Accelerated Evaluation of Ambient PM2.5 in Regions Affected by the 2024 NAAQS Update"

The Board will consider approval of the research proposal that aims to expand CARB's high resolution PM2.5 measurement efforts using advanced Aerosol Chemical Speciation Monitors (ACSMs) in the non-attainment areas throughout California to address the U.S. Environmental Protection Agency’s new annual PM2.5 National Ambient Air Quality Standards (NAAQS) criteria of 9 µg/m³.

25-6-4: Public Meeting to Consider Proposed Research Contract with the University of California, Davis, Titled "Assessing Long-Term Health Effects of Wildfire Smoke Exposure: Insights from an Established Birth Cohort Study"

The Board will consider approval of the research proposal that aims to address knowledge gaps on the long-term health effects of wildfire smoke and to assess how outcomes may vary among sensitive groups.

25-6-5: Public Meeting to Consider Proposed Research Contract with the University of California, Riverside, Titled "Improving Commercial Cooking Emissions Estimates in California"

The Board will consider approval of the research proposal that aims to update restaurant activity data and emission factors from various commercial cooking emission processes by conducting controlled laboratory measurements over the next three years.

25-6-6: Public Meeting to Consider Two Proposed New Members for the California Air Resources Board's Research Screening Committee

The Board will hear an overview and consider a resolution to approve the appointment of two new members of the CARB Research Screening Committee (RSC).

25-6-7: Public Meeting to Consider the Proposed Five-Year Strategic Research Plan for 2025-2030

The Board will consider approval of the Proposed Five-Year Strategic Research Plan for 2025-2030, which reflects a concerted effort to identify CARB's priority research initiatives and will provide a strategic framework for funding research projects over the next five years.

25-6-8: Public Hearing to Consider Proposed Amendments to the Advanced Clean Fleets and Low Carbon Fuel Standard Regulations

The Board will consider amendments to the Advanced Clean Fleets regulation, including a repeal of requirements affecting federal and private fleets, and an amendment to the Low Carbon Fuel Standard regulation.

Board members may identify matters they would like to have noticed for consideration at future meetings and comment on topics of interest; no formal action on these topics will be taken without further notice.

Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of two minutes to ensure that everyone has a chance to speak. The public will also have an opportunity to submit written comments for open session the morning of the Board Meeting.
