Volkswagen Settlement - California ZEV Investments
This page will provide information on activities related to implementation of Appendix C of the 2.0-Liter Consent Decree (the ZEV Investment Commitment). Appendix C requires VW to invest $800 million in ZEV projects in California over a 10-year period. Eligible projects include installing zero-emission vehicle fueling infrastructure (for both electric- and hydrogen-powered cars), funding brand-neutral consumer awareness campaigns that will help grow the ZEV vehicle market, and investing in projects such as car-sharing programs that will increase access to ZEVs for all consumers in California, including those in lower-income and disadvantaged communities. These projects will support the next generation of California ZEVs, helping to grow the state’s burgeoning ZEV program and lay the foundation for achieving the State’s air quality and climate change goals.

First ZEV investment plan approved.
On July 27, 2017 the California Air Resources Board approved the first of four Plans by VW to invest $800 million over 10 years in zero-emission vehicle (ZEV) infrastructure, public outreach, and access to these ultra-clean vehicles for residents of disadvantaged communities.

- CARB staff has prepared an analysis of Electrify America's first 30-month ZEV Investment Plan (Plan). The analysis document evaluates Plan compliance with the requirements of the 2.0-liter Partial Consent Decree (Consent Decree), inclusive of CARB’s February 10, 2017 Guidance Document and May 24, 2017, direction to Electrify America to submit a supplement to the investment plan (Request for Supplement letter), and June 27, 2017, legislation. On May 24, 2017, CARB requested Electrify America (a subsidiary of Volkswagen responsible for implementing the ZEV Investment Commitment) provide additional information on its first 30-month ZEV Investment Plan (Plan). Electrify America has submitted a Supplement to that Plan, and a copy of the Plan Supplement can be found here. Information about how to submit comments on the Plan Supplement can be found here. CARB staff will summarize the Plan and Supplement at a Board hearing later this summer. At the hearing, CARB staff will provide an assessment of how well the Plan and Supplement, together, align with the requirements of the Consent Decree. The Board will then act on the Plan and Supplement. A Public Agenda for the Board hearing, including the exact date, time, and location, will be released at least 10 days before the hearing, including via email to the vw-zevinvest listserv.
