Femi Olaluwoye

Femi Olaluwoye was appointed Deputy Executive Officer for Southern California Headquarters & Mobile Source Compliance in February 2025. Mr. Olaluwoye oversees policy direction for the State’s motor vehicle emissions certification and in-use compliance programs, as well as the mobile source laboratory program, housed in the Emissions Certification and Compliance Division (ECCD) and the Mobile Source Laboratory Division (MSLD). He also leads the Academic and Public Partnerships program, fostering educational and career pathways in air quality and climate change, and provides leadership for our Southern California facility staff.
Since joining CARB in 2001, Mr. Olaluwoye has led the development of regulations and guidelines, including consumer products regulations; contributed to diesel risk reduction plans and enforcement policy amendments; and has led teams in the development of new and innovative incentive programs that serve disadvantaged and low-income communities. Notably, he led multiple teams in developing the Office of Community Air Protection’s Blueprint 2.0, strengthening community engagement on air pollution issues. As a new member of the Diversity and Racial Equity (DaRE) Task Force, he remains committed to embedding equity, inclusion, and environmental justice into CARB’s mission.
Mr. Olaluwoye holds a Bachelor’s degree in Applied Ecology from the University of California, Irvine.
