The California Air Resources Board (CARB) hosted a public Truck Regulation Implementation Group (TRIG) meeting to discuss the Advanced Clean Fleets Regulation (ACF). This was the fourth meeting of the Border TRIG.

Arun Raju - University of California Riverside (UCR) - Advancing Zero Emission Vehicles Infrastructure Deployment

A zero-emission vehicle transition analysis revealed cross border truck emissions are high but are a key economic driver.
UCR is considering the change in logistics systems that will result from the Advanced clean Fleets regulation resulting an increase in zero-emission vehicles. There are lots of infrastructure challenges both for electric and hydrogen. UCR is also assessing community benefits and cost analysis. It is conducting a public survey on policy recommendations – going out in a month or so.
UCR is going to study infrastructure availability including vehicle inventory, driving routes, energy resources, truck stops, station needs, and transportation models developed by the Southern California Association of Governments and San Diego Association of Governments. A variable to consider is that data is limited on regions outside of California.
Collaboration and engagement are critical to collect data sets grounded in reality to identify needs in infrastructure and how to maximize benefits and minimize impacts.

Anderson Bolles -Clean transportation analytics manager - at SDG&E. Proactive planning via the Otay Mesa Heavy-Duty (HD) Transportation Study to quantify impacts of HD vehicle electrification. There is about $60 billion in cross border trade and 1 million annual freight crossings.
Study inputs: Location of operating facilities, codes and zoning, facility category, EV rates, chargers, regulations, vehicle counts, vehicle data (battery size, mileage, range; scenarios), charging widows, adoptions scenarios, hydrogen adoption, and public charging on highways.
Results - 50% of trucks in a single zip code in Otay Mesa, hundreds of megawatts of incremental demand needed with a much larger peak.
Christopher Roberts – Clean Transportation Programs - reviewed the SDG&E Power Your Drive for Fleets incentive
To start, fleets submit an interest form or send him an email. There are two options under this program. In option 1 SDG&E owns the infrastructure and is responsible for maintenance. While in option 2 it is owned by the customer, however the rebate given is limited to 80%. Also, Rule 45 is available and covers costs to bring power to a property – this is for customers who do not qualify (or don’t want to use) the Power Your Drive program.
Rogelio Arzate – ANPACT – Heavy-Duty Vehicle Decarbonization
ANPACT is a truck association in Mexico made up of 14 original equipment manufacturers and 1 engine manufacturer. Mexico is a significant HD vehicle manufacturer with 80% exports to the United States. Mexico’s fleet has 321,000 trucks that are over 15 years old (~40% of total). The average truck is 19.2 years old. There is discussion on possible scrappage programs. A concern is that there are no public heavy-duty charging stations or hydrogen fueling stations. There are 63 natural gas stations and 10,000 diesel stations.
There has been a record in production of zero-emission vehicles in past the couple years.
Challenges of decarbonization identified include fleet age average, infrastructure and energy supply, regulatory framework, and green incentives/ financing.
Need on going collaboration with stakeholders both in Mexico and in the U.S.
TRIG Panel Discussion
Work is being done to connect with fleets and get information out along the Border.
Collaboration among panelists is welcomed. There is a need to incorporate a change/advancement in technology to ensure not only compliance with cross-border operations, but also internal operation in Mexico.

Expo Proveedores del Transporte y Logística will take place November 2025 – associates of Mexico will gather in Guadalajara.
