Universal Services Recycling, Inc. Settles For $2,400
In September 2021, the California Air Resources Board (CARB) reached a settlement with Universal Services Recycling, Inc., located in Stockton, California,in the amount of $2,400 for violating CARB’s air quality regulations. The full settlement amount of $2,400 will go to CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality.
An investigation by CARB showed that Universal Services Recycling, Inc. failed to meet the applicable smoke testing requirements for three heavy-duty diesel vehicles in their fleet for two years: one Periodic Smoke Inspection Program (PSIP) violation in 2018, and two PSIP violations in 2019. CARB documented violations as they related to the Periodic Smoke Inspection Program Regulation (Cal. Code Regs., tit. 13 § 2190 et seq.). Universal Services Recycling, Inc. also failed to have an emission control label (ECL) affixed to the engines of three vehicles in violation, for which CARB documented violations as they related to the Heavy-duty Vehicle Inspection Program (HDVIP) Regulation (Cal. Code Regs., tit. 13, § 2183). To settle the case, Universal Services Recycling, Inc. agreed to the penalty for a total of $2,400.
Terms of the settlement include a requirement that Universal Services Recycling, Inc. attend a smoke-test training course, submit PSIP tests for the entire applicable fleet for calendar years 2021 and 2022, and comply with PSIP, HDVIP and other CARB regulations going forward. The company fully cooperated with CARB to resolve this matter.
