2004 Southeast Desert Modified Air Quality Maintenance Area Ozone Plan

The Southeast Desert Modified Air Quality Management Area covers the Victor Valley/Barstow region in San Bernardino County (Mojave Desert), the Coachella Valley/San Jacinto region in Riverside County (Coachella), and the Antelope Valley region in Los Angeles County (Antelope Valley). The Mojave Desert Air Quality Management District (Mojave Desert AQMD) has jurisdiction over the Mojave Desert, the South Coast Air Quality Management District (South Coast AQMD) has jurisdiction over the Coachella Valley, and the Antelope Valley Air Quality Management District (Antelope Valley AQMD) has jurisdiction over the Antelope Valley. The Antelope Valley AQMD contracts with the staff of the Mojave Desert AQMD for administrative services, including planning and rule development.
Each district is responsible for developing the portion of the 2004 Southeast Desert Modified Ozone State Implementation Plan (2004 SED SIP) which falls within their jurisdiction. On May 4, 2004, CARB submitted to U.S. EPA the 2004 SED SIP for each portion of the nonattainment area along with supporting materials.
