Quality Waste Services Inc. Case Settles for $2,500
Quality Waste Services Inc. paid $2,500 in penalties for violating air quality regulations; $1,875 went to the California Air Pollution Control Fund, $312.50 to the Peralta Community College District for distribution to participating California Council on Diesel Education and Technology (CCDET) colleges and $312.50 to the California Pollution Control Financing Authority to guarantee loans to off-road vehicle fleets that need to buy exhaust retrofits to comply with the in-use off-road diesel vehicle regulation. This settlement was reached in January 2010. An investigation by the Air Resources Board (ARB) showed that Quality Waste Services Inc. failed to comply with the Periodic Smoke Inspection Program (PSIP) by not smoke testing diesel vehicles in its fleet and the Solid Waste Collection Vehicle (SWCV) rule by not applying best available control technology to the required number of SWCV engines. In this case, based on the financial documents disclosed by Quality Waste Services Inc, the ARB was able to confirm financial hardship when assessing the penalties. To settle the case, Quality Waste Services Inc. agreed to the $2,500 penalty and to comply with the PSIP and the SWCV rule.
