$5,000 in Fines Paid by Protect All, Inc.

On August 5, 2004, Enforcement Division staff obtained samples of the 16-ounce, Protect All, All-Surface Care! product from the Wal-Mart store in Highland, California. The manufacturer intended this product to meet the "Automotive Wax / Polish / Sealant / Glaze" regulated category, but had to meet a lower VOC standard, the most restrictive limit, due to the claims on the label. ARB's laboratory determined this product exceeded the volatile organic compound limit of 3 percent VOC for non-aerosol "Rubber and VinylÏProtectants." A total of 7,007 gallons were shipped to California that resulted in 1.36 tons of excess emissions. Protect All, Inc. settled this case for $5,000 on June 23, 2005.
