California has been designated an Ozone non-attainment state by the U.S. EPA. Ozone is produced when Reactive Organic Gases (ROG) are converted through exposure to sunlight. A significant ROG source in California is the evaporative emissions produced by Spark-Ignition Marine Watercraft (SIMW). In 2015, the Board set standards for evaporative emissions from SIMWs. CARB staff currently certifies evaporative control components such as low permeation fuel hoses and tanks along with carbon canisters/pressure relief valves. For all new boats, model year 2018 and later, CARB certified components must be installed to reduce evaporative emissions. Upon the successful completion of the appropriate test procedures, Executive Orders are issued by CARB to manufacturers certifying the compliance of their fuel system components with the standards.
