The goal of the voucher program is to scrap and replace older, higher polluting vehicles earlier than would have been expected through normal fleet turnover or by regulation. Fleet owners that operate vehicles with six years or older to the current calendar year engine model year for diesel or alternative fuel engines may be eligible for funding towards the purchase of a replacement zero-emission vehicle.
