The Oxygenate Blender Certification Program, defined by Title 13, CCR, Section 2266.5(g), was created to ensure that gasoline blendstock, known as CARBOB, complies with the standards for California Gasoline. To obtain certification, an oxygen blender is required to provide the facility name and the physical location of records, contact name and telephone number for each blending facility.

Requirements of the Oxygenate Blender Certification Program
Any oxygenate blender must register with the ARB at least 20 days before blending oxygenates with CARBOB. This requirement includes providing the facility name, physical location, contact name, and telephone number. Section 2266.5(g) of the regulation defines an oxygenate blender as:
"any person who owns, leases, operates, controls, or supervises an oxygenate blending facility, or who owns or controls the blendstock or gasoline used or the gasoline produced at an oxygenate blending facility."
How to Become a Certified Oxygenate Blender
We no longer mail out applications nor certificates; we have since transitioned to an online process via the Fuels Portal. Blenders can now apply for, manage, and download Oxygenate Blender certificates through this portal. Each certificate will be effective from July 1st of the year of issuance through June 30th of the following year.
