The program initially focused on reducing Oxides of Nitrogen emissions from heavy-duty diesel engines in order to implement a strategy in the 1994 California State Implementation Plan (SIP) for ozone that called for the early introduction of cleaner engines. The scope of the program has expanded over the years with statutory changes adding both new covered pollutants, such as Reactive Organic Gases (ROG) and particulate matter (PM), and new source categories.
Since 1998, The Moyer Program has cost-effectively reduced smog-forming and toxic emissions. Almost $1 billion has been granted to equipment owners, and the Program continues to provide over $60 million in grant funding each year to clean up older polluting equipment throughout California.
