Notice of Update to the 2027 Clean Truck Check Compliance Fee  

The California Air Resources Board (CARB) is adjusting the Clean Truck Check compliance fee (California Code of Regulations, title 13, section 2196.1, subdivision (f) within the Heavy-Duty Inspection and Maintenance Regulation)1 to account for increases in the consumer price index. The compliance fee will be raised to $33.12 and will take effect with the 2027 annual fee paid to satisfy requirements for vehicle compliance deadlines on and after January 1, 2027. 

1. Background 

Senate Bill 210 (Leyva, Statutes of 2019, chapter 298)2 directed the California Air Resources Board (CARB) to develop and implement a comprehensive Heavy-Duty Inspection and Maintenance (HD I/M) regulation. Now referred to as Clean Truck Check, the program applies to almost all non-gasoline heavy-duty vehicles with a gross vehicle weight rating greater than 14,000 pounds operating in California and ensures that emissions control equipment on these vehicles are operating properly. Clean Truck Check compliance requirements include vehicle reporting, an annual compliance fee payment, and periodic emissions compliance testing.  

Senate Bill 210 established an annual compliance fee assessed to vehicle owners subject to Clean Truck Check to fund the costs of implementing the program. The compliance fee is required to be adjusted annually based on the California Consumer Price Index (CCPI) as updated by the Department of Industrial Relations (DIR). These changes are required to be published each year on CARB's website by July 1. 

2. Adjustments to the Clean Truck Check Compliance Fee 

The annual statewide CCPI for 2025 reported by DIR is 352.508 and the annual statewide CCPI for 2024 is 341.951.3 Therefore, the compliance fee will be increased to $33.12 from its current $32.13 cost to reflect this CCPI increase.4 This change will be reflected starting with the annual compliance fee paid as part of satisfying requirements for vehicle compliance deadlines on and after January 1, 2027.  

Moving forward, CARB will annually post any future compliance fee CCPI increases by July 1, with the changes taking effect the following year.
