The Board will hold a study session in April to allow Board members and the public to engage in more detailed discussions for educational and strategic planning purposes.
The California Air Resources Board’s (CARB) Study Session is conducted in compliance with the Bagley-Keene Open Meeting Act requirements. The Study Session is designed to provide for a fuller but less formal exchange and dialogue amongst Board members, staff, and members of the public in attendance.
The April 23-24, 2026, CARB Study Session will be held at 18500 CA-1, Marshall, CA 94940. Please be aware that seating for the Study Session will be limited. This facility is accessible to persons with disabilities.
Public Comment Guidelines and Information
Public comment can be provided by in-person testimony. There will not be remote participation or a webcast option for the Study Session. The Board will set a two-minute time limit on oral comments; however, the amount of time could change at the Chair’s discretion.
Please note that under the California Public Records Act (Gov. Code, § 7920.000 et seq.), your written and oral comments, attachments, and associated contact information (e.g., your address, phone, email, etc.) become part of the public record and can be released to the public upon request.

Discussion Items:
Item 1: Public Meeting to Hear an Informational Update on Understanding California’s Carbon Capture Landscape
The Board will hear an overview of California’s carbon capture, utilization, and storage (CCUS) landscape and its role in achieving the state’s climate goals.
Item 2: Public Meeting to Hear an Informational Update on Addressing Air Toxics: Status and Opportunities
The Board will hear from a panel of experts about California’s air toxics program, including why air toxics are important to address, and a brief background of the program and its successes and current challenges.

Item 3: Public Meeting to Hear an Informational Update on The Next Generation of Clean Transportation Incentives
The Board will receive an overview of how incentives improve air quality, along with data and insights shaping next‑generation program design, by a panel of experts in academic research, equity, vehicle and equipment policy, and clean transportation technology.
