1) Increase understanding of how different governance/program structures are undertaking the implementation of housing decarbonization across California, and the strengths and limitations of existing approaches.

2) Collect and analyze data on the costs as well as the energy, health, and financial impacts of implementation for low- and middle-income (LMI) households.

3) Develop a framework to increase local capacity for equitable implementation of housing decarbonization among disadvantaged communities.

1) Identify the percentage of nonresidential building stock in California that may need to be retrofit to install zero-emission equipment.

2) Characterize nonresidential buildings using a building retrofit index.

1) Examine the utilization of propane and woodburning in nonresidential and residential buildings in communities across California.

1) Identify priority Toxic Air Contaminants (TACs) emitted from residential and commercial-grade emissive heaters equipment through a comprehensive review of available literature.
