CARB is funding several studies to inform the Zero-Emission Space and Water Heater Standards and related policies. Contracts include quantifying the percentage of nonresidential buildings that need retrofits to install zero emission equipment and reviewing anti-displacement policies. Here is a list of ongoing studies:
Contract # | Contractor | Title | Summary/Objectives | Status |
|---|---|---|---|---|
| 21STC023 | UCLA | "Equitable Electrification of Existing Buildings: A Pathway to Decarbonization" | 1) Examine California’s building electrification trends to date across several geographic and demographic dimensions. 2) Address building decarbonization knowledge gaps. | In-progress |
| 22STC018 | UC Berkeley | "Equitable Housing Decarbonization: Implementation Approaches" | 1) Increase understanding of how different governance/program structures are undertaking the implementation of housing decarbonization across California, and the strengths and limitations of existing approaches. 2) Collect and analyze data on the costs as well as the energy, health, and financial impacts of implementation for low- and middle-income (LMI) households. 3) Develop a framework to increase local capacity for equitable implementation of housing decarbonization among disadvantaged communities. | In-progress |
| 23STC006 | TRC Engineers, Inc. | "Building Readiness in California's Nonresidential Buildings" | 1) Identify the percentage of nonresidential building stock in California that may need to be retrofit to install zero-emission equipment. 2) Characterize nonresidential buildings using a building retrofit index. | In-progress |
| 23STC009 | TRC Engineers, Inc. | "Propane Utilization in Buildings Across California" | 1) Examine the utilization of propane and woodburning in nonresidential and residential buildings in communities across California. 2) Evaluate potential strategies to promote adoption of zero-emission space and water heaters within these communities. | Complete |
| 23STC022 | UC Berkeley | "White Paper - Toxic Air Contaminant Emissions from Fossil Gas Appliances in California" | 1) Identify priority Toxic Air Contaminants (TACs) emitted from residential and commercial-grade emissive heaters equipment through a comprehensive review of available literature. 2) Generate TAC emissions factors for both leakage and combustion by end use, equipment age, and operational status. | In-progress |
| 24STC019 | UCLA | “Bottom-up Assessment of Retrofits to Support Zero-Emission Equipment in California's Non-Residential Buildings” | 1) Assess retrofit needs for installing zero-emission equipment in existing non-residential buildings. 2) Identify barriers and prioritize solutions related to electric service panel capacity, physical space constraints, cost effectiveness, retrofit timelines, and other emergent themes. | In-progress |
| 24STC022 | UC Berkeley | “Anti-Displacement Policy Tool and Evaluation: Expansion and Update” | 1) Update and expand the policy mapping inventory based on interviews with policymakers and advocates familiar with anti-displacement policies. 2) Provide an updated white paper with a new qualitative and quantitative evaluation of how anti-displacement policies and programs work. | In-progress |
