Bulldog Freightway Inc. Settles For $7,000
In November 2025, the California Air Resources Board (CARB) reached a settlement with Bulldog Freightway Inc. (Bulldog) with its principal location in Fresno, California, for the company’s violation of CARB’s Periodic Smoke Inspections of Heavy-Duty Diesel-Powered Vehicles Regulation (PSIP Regulation), as codified in California Code of Regulations, title 13, sections 2190 et seq.
An investigation conducted by CARB staff showed that Bulldog failed to meet the applicable smoke-testing requirements for multiple heavy-duty diesel vehicles in their fleet. CARB documented violations as they related to the PSIP Regulation.
To settle the case, Bulldog agreed to the per unit penalty of $1,000 per PSIP violation for a total of $7,000. The $7,000 in civil penalty will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality.
Terms of the settlement include a requirement that Bulldog maintains compliance with the Clean Truck Check (CTC) program (HD I/M Regulation). Bulldog understands that CARB reserves the right to visit any Bulldog fleet location at any time to conduct compliance audits for the CTC program under the HD I/M and PSIP Regulations, or any other applicable CARB program or regulation.
Through Bulldog’s diligence and cooperation with CARB, the fleet has been brought into compliance.
