This document provides updated carbon monoxide (CO) emission reduction data for the Voluntary Accelerated Vehicle Retirement (VAVR) program. The document provides updated CO emission reductions for stakeholders to calculate CO emission benefits from light-duty projects. Vehicle emission reductions are calculated based on updated emission factors from the on-road EMission FACtor (EMFAC) 2021model, version 1.0.2. Future Carl Moyer Program Guidelines will release NOx, ROG, PM and CO emission reduction data for both gasoline and diesel-powered light-duty vehicles for calendar year 2027-2029.
