
Carl Moyer Program Co-funding Guidance

Senate Bill 513 (Beall, 2015) provided the opportunities to co-fund Carl Moyer (Moyer) Program projects with other funding sources, when all program criteria associated with each funding source are met. All co-funded projects must adhere to the Moyer Program objective to achieve cost-effective and surplus emission reductions, oxides of nitrogen (NOx), reactive organic gases (ROG), and particulate matter (PM), to be credited toward California’s legally enforceable obligations in the State Implementation Plan (SIP) (Health and Safety Code (H&SC) Section 44286(g)). To ensure emission reductions are permanent baseline engines, equipment, and vehicles must be scrapped. The table below summarizes Moyer Funds.

- 1An applicant that is not a public entity must provide at least 15 percent of a project’s Moyer eligible cost from non-public sources. The applicant cost share cannot be covered through in-kind contributions. Exceptions may apply (2024 Guidelines, Chapter 3, Section N)
- 2The project may have additional criteria beyond scrappage requirement. Air districts must review Moyer Program Guidelines and co-funding source criteria information to ensure all program criteria associated with each funding source are met.
