Incentives Program Oversight: Air District Program Reviews

State law grants the California Air Resources Board (CARB) oversight responsibility and authority to monitor the implementation of incentive programs administered by local air districts. Incentive programs include but are not limited to the Carl Moyer Memorial Air Quality Standards Attainment (Carl Moyer) Program, Community Air Protection (CAP) Program, Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program, Lower Emission School Bus (School Bus) Program, Volkswagen (VW) Environmental Mitigation Trust for California, and Clean Cars 4 All.
CARB staff actively oversees and facilitates this review through a structured and collaborative process.Fiscal compliance audits may occur concurrently with CARB’s program reviews, afterward, or independently as standalone evaluations. Using established Guidelines and air district-specific Policies and Procedures, incentive program performance and compliance are assessed.
