This checklist is intended to assist fleet owners in ensuring that they submit complete applications for the zero-emission vehicle (ZEV) Infrastructure Delay Extension in CARB’s Advanced Clean Fleets regulation. This checklist complements the Zero-Emission Vehicle Infrastructure Delay Extension frequently asked questions.
Application Basics
If your fleet can comply with the next applicable compliance date specified in the Advanced Clean Fleets (ACF) regulation without an extension, there is no reason to apply for an extension. If you need assistance in understanding the flexibility in the regulation, please contact us at ZEVFleet@arb.ca.gov.
If you met the applicable extension criteria specified in title 13, California Code of Regulations, sections 2013.1(c), 2014.2(b), or 2015.3(c), you may request an extension. The ZEV Infrastructure Delay Extension is a temporary compliance extension to address situations where a fleet owner would become non-compliant with the ACF regulation due to infrastructure installation delays for circumstances beyond their control. The extension provides more time to add ZEVs to the fleet if a project to install charging or hydrogen fueling infrastructure needed to operate their ZEVs is started one year ahead of the compliance date and it is delayed. The fleet owner, controlling party, or drayage truck owner must request this extension no later than 45 calendar days before the applicable compliance date (sections 2013.1(c), 2014.2(b), or 2015.1(c)(3)). The following are other key eligibility requirements that depend on which of the following compliance methods you are using.For more information on specific application compliance dates for each compliance option use the provided links:
- Model Year Schedule(Federal and High Priority Fleets), Sections 2015.1(c), 2015.3(c)
- The extension will allow an existing internal combustion engine (ICE) vehicle to temporarily operate beyond the date it would otherwise be required to be removed from the fleet.
- ZEV Milestones Option (Government and High Priority Fleets), Sections 2013(n)(3), 2013.1(c), 2015.2(f)(3), 2015.3(c)
- The extension will temporarily count an ICE vehicle being replaced as a ZEV when determining compliance with the ZEV Milestone Option
- ZEV Purchase Schedule(State and Local Governments), Sections 2013(n)(3), 2013.1(c)
- The application for the extension is requested no earlier than when the model year of the ICE vehicle being replaced reaches 13 years old
- Drayage Truck Requirements, Section 2014.2(b)
- The extension will allow an existing ICE vehicle to temporarily operate beyond the date it would otherwise be required to be removed from the drayage fleet
There are two categories within the ZEV Infrastructure Delay Extension. One addresses construction-related delays after a permit has been issued and the other addresses delays due to utility site electrification issues. Please select the appropriate checklist below.
ZEV Infrastructure Construction Delay Submission Checklist
You may elect to use the following checklist to ensure you have included all of the documentation required in sections 2013.1(c)(1), 2014.2(b)(1), or 2015.3(c)(1) for your ZEV Infrastructure Construction Delay Extension application.
☐ | Documentation showing the executed contract for the ZEV fueling infrastructure installation and its location. If applicable, include information showing the fleet owner has entered into a third party charging or fueling contract of one year or longer at a single location prior to beginning the infrastructure project |
☐ | A copy of the construction permit indicating the permit issuance date is at least one year prior to the next applicable compliance deadline |
☐ | Documentation showing the reason for the delay is a result of any of the following circumstances associated with the construction project after the construction permit was obtained:

☐ | A letter to CARB from the responsible official explaining the reason for the delay, the estimated completion date, and an explanation of why retail ZEV fueling infrastructure cannot be used. |
☐ | Documentation supporting the reason for the delay from the licensed contractor performing the work, related utility, building department, or other organization involved in the project |
☐ | Documentation of the executed ZEV purchase agreement |
ZEV Infrastructure Site Electrification Delay Submission Checklist
You may elect to use the following checklist to ensure you have included all of the documentation required in sections 2013.1(c)(2), 2014.2(b)(2), or 2015.3(c)(2) for your ZEV Infrastructure Site Electrification Delay Extension application.

| A copy of the application submitted to the utility requesting site electrification that is consistent with the number of ZEVs the fleet owner must deploy each calendar year to meet their compliance requirements during the requested extension period. If applicable, include information showing the fleet owner has entered into a third party charging or fueling contract of one year or longer at a single location prior to submitting a complete site electrification application to the utility |
☐ | The utility’s response showing that the project will take longer than a year |
☐ | A copy of the executed utility contract. If a utility is unable or unwilling to execute a contract, submit the initial contract or application requesting site electrification to the utility, and a signed attestation from the utility stating that they will proceed with the project |

☐ | Information about the ZEV fueling infrastructure equipment that can be installed each year consistent with the utility’s electric capacity estimate including the number, type, and rated capacity for chargers in kilowatts or the hydrogen station’s dispensing capacity (in kilograms) per day and the electrical demand in kilowatts |
☐ | For fleet owners with multiple sites where vehicles are domiciled: A copy of each site’s infrastructure capacity evaluation from the utility or a third-party licensed professional electrical engineer |
☐ | If applicable, submit documentation for fleet owners relying on third-party charging or fueling infrastructure providers to demonstrate they have entered a contract of one year or longer at a single location prior to beginning the infrastructure project experiencing the delay |
Submit Your Application
When you have verified that you need an extension and your application is complete, you may submit your application to TRUCRS@arb.ca.gov with the subject line “ZEV Infrastructure Delay Extension”. You must also show that your California fleet complies with all applicable requirements in the ACF regulation, including the reporting requirements. One means of demonstrating compliance is to indicate the TRUCRS ID for your fleet when you submit your application. CARB will review the application and will notify the fleet owner by email whether the extension has been approved within 45 calendar days from the date a complete application is received.
