Agenda & Notes: July 11, 2024 Clean Mobility Projects & Incentives Workgroup Meeting

The ZEV Equity Task Force held a meeting on July 11, 2024, focusing on sharing the first iteration of a map that details the deployment of Zero-Emission Vehicles (ZEVs) by census tract in California. The meeting included a presentation on the ZEV Map and an in-depth discussion with workgroup participants. 

Agenda 

Advanced Clean Cars II (ACCII) Resolution 

  • The ACCII Resolution 22-12 aims to ensure equitable access to ZEVs and zero-emission mobility across all communities, particularly low-income and disadvantaged communities (LICs and DACs). 
  • Task Force Related: 
    • Work with automakers and advocates to expand communities’ access to ZEVs and zero emission mobility 
    • Seek public input on strategies to support community participation in these programs  
    • Work with automakers, community-based organizations, advocates, and others to promote OEM participation in the ACC II ZEV equity provisions  
  • ZEV Map: 
    • Report deployment of ZEVs in Low-income and Disadvantaged Communities.

ZEV Map and Report 

  • Purpose: The ZEV map serves as a visual representation of ZEV deployment across California at the census tract level, highlighting disparities in access to ZEVs in low-income and disadvantaged communities. 
  • Data Sources: 
    • Vehicle registration data from the Air Quality Planning and Science Division’s (AQPSD) EMFAC Database. 
    • Publicly available datasets such as CalEnviroScreen 4.0 and California's Light-Duty ZEV Incentive Programs. 
  • Features: 
    • Interactive map showing ZEV distribution.
    • Filters for priority populations and various data comparisons at the census tract level. 
    • Pop-up tables providing detailed data per census tract. 

Discussion Highlights 

  • Metrics and Storytelling: 
    • Participants emphasized the need to complement quantitative data with qualitative stories to better illustrate the impact of ZEV programs. 
    • Anecdotal and survey data were highlighted as crucial in understanding community experiences. 
  • Community Engagement: 
    • Emphasis on involving local organizations to ensure infrastructure development aligns with community needs. 
    • Examples of misaligned initiatives, like inappropriate placement of bike lanes, were discussed. 
    • It would help to incorporate feedback mechanisms like QR codes on charging stations. 
  • Map Utility and Improvements: 
    • Participants found the map useful but suggested clearer communication of its scope and limitations. 
    • Recommendations included adding infrastructure overlays.  
  • Data Integration and Reporting: 
    • Suggestions to integrate the ZEV map with other equity mapping tools for comprehensive analysis. 
    • Regular updates and more real-time data collection were identified as needs, potentially getting DMV more involved.

Next Steps 

  • For CARB: 
    • Continue outreach to refine the map and gather feedback. 
    • Progress map development and report back to the workgroup. 
  • For Workgroup Participants: 
    • Provide feedback via email.  CARB staff are happy to meet individually or in smaller group meetings to discuss map development. 
    • Engage in further discussions to shape the tool’s functionality and usability.
