One-Stop Truck Event in Whittier: On July 23 in Whittier, CARB will host a one-stop truck event as part of a multi-stop roadshow throughout Northern, Central and Southern California. CARB staff, along with local agencies and air districts, will provide information and resources on clean truck and diesel regulations, compliance, and funding. The public will have the opportunity to listen to presentations and participate in discussions with regulatory experts and incentive program staff. The event will feature one-on-one compliance assistance; overviews of Clean Truck Check, Advanced Clean Fleets, and the Off-Road Regulation; an enforcement overview; and incentive funding opportunities.
Public Workshop on 2026 Senate Bill 375 Regional Target Update and CARB’s Sustainable Communities Strategy Evaluation Process: On July 23 via remote access, CARB will host a public workshop to discuss two ongoing processes. The first is the 2026 Senate Bill (SB) 375 Regional Target Update. SB 375, the Sustainable Communities and Climate Protection Act of 2008, requires each metropolitan planning organization to prepare a sustainable communities strategy (SCS) as part of its regional transportation plan. To help guide these planning efforts, CARB is required to establish regional greenhouse-gas emissions reduction targets for 2020 and 2035 and to determine whether each SCS would meet targets if implemented. CARB staff will provide information about the target update process and timeline and solicit public feedback. The second process to be addressed at this workshop will be on updates to CARB’s Sustainable Communities Strategy Evaluation Process. CARB staff last updated program guidelines with expectations and CARB’s review process for SCS in 2019. CARB staff will discuss and solicit public input on proposed medium-term changes to these program guidelines.
Research Seminar on Changes in Travel Behaviors During and After COVID-19: On July 24 via remote access, CARB will host a research seminar to examine changes in travel behaviors during and after the COVID-19 pandemic. As part of a large effort to understand the evolving activity patterns and travel choices during and after the COVID-19 pandemic and support policy making, a project team at the University of California, Davis, designed and administered four waves of mobility surveys between Spring 2020 and Fall 2023. Special guest speaker Giovanni Circella, director of the 3 Revolutions Future Mobility Program, will provide insight on this study.
Board Meeting: On July 25 in Sacramento and via webcast, the Board will hear the following agenda items: 1) proposed 2024 Transport State Implementation Plan (SIP); 2) the proposed San Joaquin Valley 2024 SIP for the 2012 12 microgram-per-cubic-meter (µg/m3) annual fine particulate matter (PM2.5) standard (2024 PM2.5 Plan), proposed amendments to the San Joaquin Valley Agricultural Equipment Incentive Measure (Valley Incentive Measure), the SIP Revision for the 15 µg/m3 PM2.5 Standard (15 µg/m3 SIP Revision), and an implementation update on the San Joaquin Valley 2018 PM2.5 Plan; 3) proposed recommendation to select the South Sacramento-Florin Community to Transition to Develop a Community Emissions Reduction Program (CERP); and 4) an annual progress update on the Community Air Protection Program.
