In July 2022, the California Air Resources Board (CARB) reached a settlement with WOES and WOT of South Gate, California, in the amount of $21,400 for the companies’ violation of CARB’s air quality regulations.
An area-focused investigation conducted by CARB revealed that WOES and WOT failed to: (1) adequately maintain emission control components equipped to vehicles in their fleet; (2) maintain records for vehicles annually tested for excessive smoke emissions; (3) bring a diesel-fueled truck into compliance with the Engine Model Year Compliance Schedule; and (4) verify that each hired or dispatched vehicle was compliant with the Truck and Bus (TB) Regulation. CARB documented violations as they related to the Heavy-Duty Vehicle Inspection Program (HDVIP) (Cal. Code Regs., tit. 13, §§ 2180 et seq.), the Periodic Smoke Inspection Program (PSIP) (Cal. Code Regs., tit. 13, §§ 2190 et seq.), and the TB Regulation (Cal. Code Regs., tit. 13, § 2025).
The company fully cooperated with CARB to resolve this matter. To settle the case, WOES and WOT agreed to the $21,400 penalty, which will be deposited into CARB’s Air Pollution Control Fund to provide funding for projects and research to improve California's air quality.
The terms of settlement also require the company to enroll in the California Council on Diesel Education Technology’s (CCDET) CCDET I Smoke Test Training course, or the CARB Online Smoke Test Training course. WOES and WOT also agreed to submit records of PSIP tests for their fleet in 2022 and 2023, and to comply with HDVIP, PSIP, TB Regulation, and all other CARB regulations going forward.
