Hornblower Yachts Settles Commercial Harbor Craft Violation with a Mitigation Project
In June 2020, the California Air Resources Board (CARB) approved a mitigation project for Hornblower Yachts in lieu of monetary penalties for violating the Commercial Harbor Craft Regulation. The violation was discovered during a routine inspection by CARB staff. An investigation by CARB showed that Hornblower Yachts had failed to meet the in-use standards as prescribed in the Commercial Harbor Craft Regulation, for engines on three of their vessels. CARB alleged a total of four propulsion engines and four generator engines found in violation, some for multiple years. All engines have since been brought into compliance.
To settle the case, CARB and Hornblower Yachts agreed to a mitigation project that includes a plan to retrofit two engines on one of their vessels with Diesel Particulate Filters (DPFs), and to comply with CARB regulations. The installation and operation of the DPFs will help reduce diesel particulate emissions for the life of the vessel and will also serve as a verification project to provide valuable data that will aid in future CARB rulemaking. Additionally, under the terms of the Settlement Agreement, Hornblower Yachts agreed to submit updates on specific action items in the plan, as well as submitting monthly operational reports.
