CAFO regulation

Exclude "factory" farm gas from the proposed California "Low Carbon Fuel Standard." The California policy would fuel MORE Factory Farms in the Midwest that are for all practical purposes unregulated with no health protection for the persons living close to them. We do not want unregulated Factory Farms/CAFOs, so don't encourage that.
