Hurting the Oil and Gas Industry

This sounds incredibly cost prohibitive for a state that has significantly harsher laws and some of the highest taxes on oil and gas operators and royalty owners than any other state (outside of, perhaps, New York). California imports a huge amount of its' oil which is unnecessary considering the amount of oil and gas reserves California naturally has. By reconsidering SB 1137, or significantly decreasing its' regulations, California can be less reliant on countries that do not have as many, if any, environmentally-favored laws while increasing jobs for not just those with degrees, but perhaps even those without a GED.
