We encourage CARB to allow reporting entities to use alternative, well-established GHG accounting standards or methodologies, provided that they are transparent, consistently applied, and based on credible scientific and technical principles. We respectfully suggest that CARB consider an approach that recognizes the GHG Protocol as one acceptable framework, but not the sole allowable standard.
