I'm a concerned citizen. I like the design of this program, as it allows the market to decide who installs clean equipment, without the regulation getting into endless technical details and exceptions. However, the program is too weak to meet California's climate goals. Perhaps today's political environment does not allow a strong program. I encourage you to adopt as strong of a phase-out schedule as you can today, and also to incorporate a review of the schedule every 3 years.
