CARB's Zero-Emission Space and Water Heater Proposal

We are in a climate emergency with no time to lose.
For this reason I strongly favor the emissions approach of the Bay Area Air District requiring that newly installed water and space heaters be zero NOx after close-in specified dates with commonsense exceptions.
