It is unclear for SB261 whether the scenario analysis needs to be of just risks to the entities doing business in California or should the risk assessment be global (given climate change knows no bounds). If a parent company is EU or international but also has entities across the US including in California is the carbon data for SB253 just for California emissions/entity or for global entities?
