ZEV MHD Vehicle Technology Program Improvements & HVIP ZEV Voucher Analyzed

See attachment. Tom’s Truck Center (TTC) has been a commercial truck dealership serving the Los Angeles and Orange County areas since 1949. As an HVIP dealer, we offer (5) medium-heavy duty on-road zero-emission vehicles (Class 2b-8), including Battery Electric Vehicles (BEV) and Fuel Cell (FCEV) vehicles. Since becoming an HVIP dealer in 2012, we have submitted 762 vouchers to date and successfully redeemed 479.

Between 2023 and 2024, we achieved over 200 Nikola voucher sales, with 100 Nikola vehicles delivered, of which 75 are Fuel Cell Electric Vehicle deliveries. We operate two Medium-Heavy Duty Battery Electric Vehicle (MHD BEV) Charging Depot stations with 24 connections, capable of providing up to 200 kW per port. Additionally, we are in the process of installing a Hydrogen station at our Los Angeles dealership, with the project scheduled to begin in Q4 2025.

In 2024, we opened a temporary Hyla hydrogen station at our Los Angeles dealership, achieving a dispensing volume of 1,000 kg of hydrogen per day in March 2025. TTC is committed to becoming the national leader in zero-emission vehicle (ZEV) sales by providing customers with clean technology choices.

My name is Lisa McGhee, and I am the ZEV Program and Affairs Manager at Tom’s Truck Center. I have been actively participating in ZEV State Agency programs since 2015, initially as a Fleet Operations Manager for a parking facility at San Diego Airport, followed by my role as Business Development Manager for a medium-heavy duty ZEV OEM, and now in my current position with Tom’s Truck Center. I have participated in CPUC proceedings that impact rate design for this technology and have received Intervenor Compensation in several proceedings for my efforts to support the successful transition of fleets from California-registered Internal Combustion Engine (ICE) vehicles.

The information presented herein is intended to support and share improvements and new ideas of state fleet ZEV programs aimed at making zero-emission technology affordable and reliable for medium-heavy duty fleets. HVIP data analyzed is MHD ZEV ‘Trucks’. Please let me know if we can meet to further discuss improvements and share our experiences. Thank you for taking the time to include stakeholders.
