Making the Entry Point to Fleet Electrification Easier for Small and Medium Businesses

Please find attached my written comments for the ZEV Forward initiative, which expand on oral remarks I delivered at the July 31, 2025 Long Beach public session. These comments reflect over 15 years of experience in climatetech and 8 years in fleet electrification, as well as insights from a U.S. Department of Energy–funded market research project (Project REEF) focused on small- and medium-sized business fleet adoption of EVs.

For reference, I have also included a draft version of our National Study on EV Adoption Among SMBs, which contains preliminary analysis relevant to the barriers and opportunities discussed in my comments.

I welcome the opportunity to follow up with your team to provide deeper, more granular input on program and incentive design.
