Submitted Comment Name William klein Affiliation N/A Subject Emission Reduction Opportunities Message One of the most significant impacts that can be done to lower greenhouse gases in California is to reduce the truck traffic across the state and replace it with rail. Currently the ports of Los Angeles and Long Beach are working to get up to 35% of all containers removed by rail. That leaves 65% of containers leaving by truck, responsible for over half a million trips every month. Encouraging the use of rail through port fees, and BSNF's "shuttle" rail to their future Barstow site, would significantly clean up the port emissions, even if we can't force BSNF to clean up their locomotives. However, that begs the question, what about metro locomotives? Currently the expectations about hydrogen hubs looks to be "derailled". We can pivot to catenary wire (like done in SF) to replace tier IV locomotives with clean electrical units. Lastly, looking at other mobile sources, personal vehicle conversion to BEV will be pushed back due to lack of federal resources and investments. It is unlikely to be cost effective to continue to support BEV with direct rebates. It would be more efficient to invest those dollars into community emission reductions converting high milage vehicles like police cruisers, shuttle buses, and other publicly owned vehicles. It would also be useful to reduce electrical emissions by allowing renters to purchase converters to plug solar panels unto wall sockets, like in Germany.
