The State of California should maintain high levels of tax on sales of gasoline, diesel, biodiesel and natural gas used as transportation fuel. These taxes should subsidize the installation of green hydrogen electrolyzers to provide fuel for electric school buses and community bus systems and, at a price, for private and government vehicles that operate on hydrogen fuel.
The State should tax utility sales of natural gas to support the replacement of gas-fired home and commercial appliances with all electric appliances. This support should be focused on low-income households. The State should promote the safe, efficient transmission of electricity between regions within and outside the state by supporting the installation underground HVDC cables to link communities to wind-power resources. The State should promote roof-top solar power on buildings of all types to minimize the defacement of acres of open range and hillsides. Utility companies will be able to collect excess production and store it as green hydrogen in underground storage facilities . No nuclear power plants should be approved and no NPPs in operation should have lives extended beyond 40 years. NPPS over 40 should be retired as soon as possible. NPP operators should be fully liable for any harms to the health of people exposed to radiation through plant operations, plant failure, transportation of fuel to the plant and storage or transportation of waste fuel from the plant.
