Response to California Air Resource Board (CARB)’s Used Truck Voucher Pilot Concept Request for Information (RFI)

CALSTART appreciates the opportunity to provide input on CARB's Used Truck Voucher Pilot Concept. This response draws upon extensive research and industry consultation on the topic of financing battery-electric truck (BET). CALSTART has previously shared residual value (RV) benchmarking and fleet electrification financing strategies through its Innovative Financing Toolkit. The development of a secondary market for zero-emission trucks (ZETs) is critical for accelerating adoption among both:
1. medium-sized fleets, who traditionally rely on leasing and financing new vehicles
2. small fleets, who purchased used vehicles.
A well-designed used truck voucher will not only make ZETs more accessible to smaller fleets, but will also make ZET leasing and financing more affordable in the primary market. This RFI response contains two sections: (1) a description of what a specific used truck guarantee voucher scheme implementable by CARB looks like, and (2) a response to each individual RFI question.
