RFI Used truck voucher pilot

In response to the RFI, the amount of ZEV in the medium and heavy duty resale (used) market are very limited so there would be a substantial challenge for used truck dealers to obtain them.
The other challenge is that when these trucks are at auction for example they typically are mechanically not up to par which the cost to recondition along with the lack of mechanics that are knowledgeable on the battery systems, ect. is very limiting to what if any used truck dealers that want to purchase these trucks for resale.
If CARB is looking at new truck dealerships that offer used trucks for this voucher program it would impact small business / non franchised used truck dealerships where most small fleets purchase from.
With a majority of truck dealers seeing EV trucks not being sustainable (most see hydrogen replacing them) it would be very challenging to get used truck dealers to invest into battery powered trucks to resale.
Without the diversity of used truck dealers there will be an increase in replacement cost of trucks and you will see small business/small fleets go out of business.
I am already seeing owner operators selling their truck and going to work for a carrier or not operating their truck in CA.
