CARB recognizes the need to contract out for services that cannot be provided by the State. Once these needs are identified and approved, staff will prepare and solicit a request for a contractor(s) to provide these services. This is often done through the competitive process under one of three types of advertisements; the Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Qualifications (RFQ).
Letter of Intent to Award
Per Public Contracting Code §10345, CARB is required to post, in an area accessible to the public, a letter of intent to award for RFPs; and for IFBs, if requested in writing by any bidder who has submitted a bid.
