Public health endpoints workshop

Dear CARB Health & Exposure Assessment Branch,

Thank you for the opportunity to comment on the Public Workshop held on Halloween.

Procedurally, the workshop failed to provide slides in advance and so the members of the public were required to try to participate on a highly technical subject with limited access to the information. That is unacceptable. Workshops should be treated like hearings with the slides and materials provided at least 24-hours in advance for public review.

Second, it was not clear from the workshop why only ambient PM2.5 health endpoints were being discussed. Ambient PM2.5 is likely the most important pollutant, but we are also in severe nonattainment for ozone in multiple air basins and people are worried about air toxics. It is important to include updates on the full spectrum of regulated pollutants as part of the Board Resolution 20-13 requirements. It specifically mentions 'ozone and second particle pollution'. Excluding ozone from this workshop without justification does not meet the plain language of the resolution. Please explain why ozone health endpoints are not being discussed and whether they will also be updated as part of this process.

Thank you,
Mike McCarthy, PhD
