Assembly Bill 617, signed into law in 2017, directed the California Air Resources Board, together with local air districts, to establish the Community Air Protection (CAP) Program. The Legislature also appropriated, and has continued to appropriate, incentives to support the Program. Local air districts use CAP Incentives to fund projects that reduce air pollution, and exposure to air pollution, in communities selected to participate in the CAP Program as well as in communities consistently nominated for selection, including disadvantaged and low-income communities.
