
Incentives Program Oversight
Under state law, the California Air Resources Board (CARB) has the authority and oversight responsibility to monitor the implementation of California's incentive programs by local districts and grantees as specified in the CARB Funding Plans for Clean Transportation Incentives. Programs include, but are not limited to, the Carl Moyer Memorial Air Quality Standards Attainment (Carl Moyer) Program, Community Air Protection (CAP) Program, Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program, Lower Emission School Bus (School Bus) Program, Air Quality Improvement Program (AQIP), Volkswagen (VW) Environmental Mitigation Trust for California, Clean Truck and Bus Voucher Incentive Project (HVIP), Clean Cars 4 All, Clean Vehicle Rebate Project, and Proposition 1B: Goods Movement Emission Reduction (Goods Movement) Program.
